Wilbur can speak human, but he isn't a very good speller or typist. Even if he was, he isn't strong enough to use a regular keyboard. He has to jump from key to key. This isn't much fun.
Wilbur has plenty of technical skills, but he is busy with his studies of how to make and repair clocks. So, he doesn't want to divide his attention to also learn computers. Therefore, he hired a System Admin.
